About this file
This is a Blanket Purchase Agreement (BPA) pricing schedule for nonpersonal Diagnostic Radiologic Technologist (DRT) services required by the Department of Health and Human Services, Indian Health Service (IHS) at Phoenix Indian Medical Center (PIMC). The solicitation number is RFQ-26-PHX-057.
The BPA establishes a continuous five-year ordering period with no base periods, option periods, or annual pricing adjustments. Contractors must submit one firm-fixed, fully burdened hourly rate for each of two labor categories: Diagnostic Radiologic Technologist (DRT) - Mammography (estimated 21,000 hours) and Diagnostic Radiologic Technologist (DRT) - Computed Tomography (estimated 13,000 hours). All quoted rates must remain constant throughout the entire five-year period and include all direct and indirect costs such as wages, fringe benefits, recruiting, credentialing, onboarding, management, quality control, certifications, training, insurance, travel, lodging, meals, transportation, taxes, overhead, and profit. The Government will not establish separate overtime, holiday, shift differential, or other premium rates. Quoted rates will be evaluated by multiplying each hourly rate by the corresponding estimated hours; however, these estimated hours do not constitute guaranteed purchases, minimum staffing levels, or committed revenue. Contractors must provide firm pricing for all labor categories, as incomplete pricing submissions will render the quotation non-responsive.

PRICING INSTRUCTIONS
1. The BPA will have one continuous five (5) year ordering period. There are no base periods, option periods, annual pricing periods, or separate overtime/premium labor categories.
2. Quoters shall provide one firm-fixed, fully burdened hourly rate for each labor category. The quoted rate shall apply throughout the entire five-year BPA ordering period.
3. Quoted rates shall include all direct and indirect costs necessary to perform the requirement, including wages, fringe benefits, recruiting, credentialing, onboarding, Contractor management and supervision, quality control, required certifications and training, insurance, travel, lodging, meals, transportation, taxes, overhead, general and administrative expenses, profit, and other Contractor costs necessary to perform the requirement.
4. The Government will not separately reimburse costs included in the hourly rate unless expressly authorized by the resulting BPA or applicable BPA Call.
5. The Government is not establishing separate overtime, holiday, night, weekend, callback, shift differential, standby, on-call, or other premium rates. All authorized hours will be compensated at the applicable awarded hourly rate.
6. Estimated hours represent the Government's estimate for the entire five-year ordering period and are provided solely for quotation evaluation, acquisition planning, and BPA administration. Estimated hours do not constitute guaranteed hours, FTEs, minimum purchases, guaranteed staffing positions, or guaranteed revenue.
7. A price is required for each labor category. Entries such as “N/A,” “TBD,” “To Be Negotiated,” conditional pricing, or similar entries are not acceptable. Failure to provide all required pricing shall result in the quotation not being considered for BPA establishment.
8. The Government will calculate the Total Evaluated Price by multiplying each quoted hourly rate by the corresponding five-year estimated hours and summing the resulting extended prices. The Total Evaluated Price is for evaluation purposes only and does not constitute a guaranteed BPA value or Government commitment to order the estimated quantities.
