About this opportunity

The Defense Advanced Research Projects Agency is seeking innovative research proposals through its Novel Orbital and Moon Manufacturing, Materials, and Mass-efficient Design program to develop new materials, manufacturing technologies, and design approaches that enable construction of large structures in space directly utilizing earth-derived or lunar resources. Proposals are sought to advance high-performance feedstock materials, efficient off-Earth manufacturing methods, lunar resource utilization capabilities, and mass-efficient structural design paradigms. Submissions will be evaluated based on technical merit, cost, and management approach, with full proposals due by April 27, 2021.

There is no set-aside designation for this opportunity. Research areas involve materials research (NAICS 541715), manufacturing R&D (NAICS 334511), and aerospace engineering (PSC C405). Individual phase awards may range from $500,000 to $5 million over 18 months for the three-phase, 54-month program seeking to establish foundational technologies for megawatt solar arrays, 100-meter antennas, and segmented infrared optics through milestones addressing mass efficiency, precision, and resilience. Potential performers include traditional defense contractors as well as commercial space companies.

Notice text

The Defense Sciences Office (DSO) at the Defense Advanced Research Projects Agency (DARPA) is soliciting innovative research proposals in the area of new materials, manufacturing, and design technologies to enable future structures to be built on orbit and/or on the lunar surface. The Novel Orbital and Moon Manufacturing, Materials, and Mass-efficient Design (NOM4D) program will provide the foundational proof of concept that new materials science, manufacturing, and design technologies can be brought together to enable future structures to be produced in their native environments without the constraints imposed by launch. In addition, this program will also explore opportunities to leverage existing materials on the moon (e.g., regolith) as a resource for future lunar-derived materials and structures. Specific technologies of interest include high performance feedstock materials, mass- and energy-efficient off-Earth manufacturing methods, high performance lunar resource utilization capabilities, and new design paradigms that will revolutionize the mass efficiency and precision achievable by future structures.
