About this opportunity

The Air Force Research Laboratory (AFRL/RIKD) is conducting market research through a Request for Information for the Novel Approaches & Research for Warfighting That Hastens Artificial Learning (NARWHAL) RED program, which aims to develop, improve, and advance radio frequency (RF) spectral characterization and automated machine-to-machine signal processing capabilities for Intelligence, Surveillance, and Reconnaissance (ISR) tactical and strategic warfighting forces. This effort will focus on creating prototype systems for detecting, collecting, and exploiting signals of interest, with specific technical requirements including in-depth signal analysis, automated processing capabilities, advanced geolocation techniques, and integration into autonomous platforms. Contractor personnel must be United States citizens capable of obtaining Common Access Cards, performing work on government facilities in the United States and other locations, and accessing up to Top Secret/Sensitive Compartmented Information (TS/SCI). The RFI is strictly for planning purposes to inform a potential future acquisition strategy and solicitation. Responses must be submitted via email to jacquelyn.cavano@us.af.mil and shelley.dormio@us.af.mil by 12:00 PM EST on September 18, 2025.

This opportunity does not utilize any set-aside designations and explicitly excludes foreign participation at the prime contractor level. No current incumbents or contractors are identified in the documentation. The government is considering establishing one or more contracts, task orders, or other transactions with an overall performance period of 5-7 years using an anticipated Cost Plus Fixed Fee (CPFF) contract structure. The anticipated funding sources include Research Development Test & Evaluation, Procurement, and Operations & Maintenance appropriations, though no specific budget ranges or award values are disclosed. Work will be performed at multiple locations including the AFRL Rome Research Site in New York and the Stockbridge Experimentation and Test Facility, with the contract type and duration subject to change as the acquisition strategy develops.
