DESCRIPTION
AFRL/RIKD is conducting market research for a potential requirement. Please note this Request for Information (RFI) is for planning purposes only. The information obtained from responses to this notice may be used to form a future acquisition strategy and solicitation, should one be issued. The general scope for this potential effort is to develop, improve, and advance radio frequency (RF) spectral characterization and automated machine-to-machine signal processing capabilities for Intelligence, Surveillance, and Reconnaissance (ISR) tactical and strategic warfighting forces. Please refer to the Special Notice, Attachment No. 2, Draft Statement of Work (SOW), for additional information. To fulfill this requirement, Contractor employees will need to obtain Common Access Cards (CACs), perform on Government facilities in the United States and other locations, and access up to Top Secret/Sensitive Compartmented Information (TS/SCI). It is anticipated that only United States (US) citizens may perform under this effort.
The Government is considering establishing one or more contracts / task orders / other transactions with an overall performance period of 5-7 years. Anticipated contract type is Cost Plus Fixed Fee (CPFF). Anticipated funding types are Research Development Test & Evaluation, Procurement, and Operations & Maintenance. Please note that the contract type and duration are subject to change as the acquisition strategy is developed.

2. Section 2- Ability to Perform: Describe your organization’s ability to meet the technical requirements described in the Draft SOW. Please do not simply restate the technical requirements in your response. More specifically, capability statements should include the following information:
(a) Describe the type, quantity, experience, and qualifications of personnel/labor categories and other organizational resources that would be used to meet the technical requirements. To scope the magnitude of effort, for your capability statement assume approximately 30-40 Full Time Equivalents (FTEs). In addition to labor, requirements will include travel, materials, and other direct costs (ODCs). Work may need to be performed simultaneously at several Government locations.
(b) Address the availability of personnel with security clearances, to include TS/SCI. It is anticipated that approximately 50% of personnel will need to be TS/SCI cleared and available at time of award, with at least 80% of the remainder Secret/Collateral cleared. It is anticipated that all personnel must be US citizens. (f) Confirm that your organization’s business systems currently are approved for performing a cost-type contract/task order.
(g) Describe how your organization could meet a fluctuating workload driven by factors such as budget variations; emergent technology interest areas; diverse customer base; demonstration and transition opportunities; and operational feedback. For illustration, workload demands may require the Contractor to provide 10 or more additional, cleared, qualified full-time equivalents (FTEs) for 30–120-day periods to address emergent problems.
3. Section 3- Performance/Experience: Provide a list of up to four (4) customers for similar work performed within the past four (4) years by providing the following:
