About this opportunity

The Securities and Exchange Commission published a Special Notice to award a sole source purchase order for an enterprise digital subscription to The Financial Times. The SEC intends to use FAR Part 13.501(a) procedures to award a fixed-price, 24-month contract below the threshold in FAR 13.5. As The Financial Times articles are copyrighted and not otherwise available, no competitive solicitation will be issued. However, interested parties can express capability by August 25, 2023 to be considered, with award anticipated on September 8, 2023. Eligibility is not restricted, though only The Financial Times was determined capable of meeting the specialized reporting needs. No other sources providing the required copyrighted content were identified.

Notice text

The U.S. Securities and Exchange Commission (SEC) intends to use the procedures of FAR Part 13.501(a) to award a fixed-price purchase order on a sole source basis for enterprise digital subscription to The Financial Times.  The Financial Times is the only source that has been determined to meet the SEC’s requirement because it provides specialized financial coverage, including in-depth reporting on financial and markets regulation, and global fund management.  Financial Times articles are under copyright, are not syndicated, and are not available through third parties.  Therefore, there have been no other sources identified capable of meeting this requirement.

The total estimated value of the contract is below the dollar threshold in FAR 13.5 for the Test Program for Certain Commercial Items.  The anticipated period of performance of the contract is a Base Period of 24 months.  The SEC anticipates awarding a purchase order to The Financial Times on or about September 8, 2023.

This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
