About this opportunity

This Special Notice from the Securities and Exchange Commission announces its intent to award a sole source contract to CCH Incorporated for subscription to online accounting publications. The SEC requires electronic access to an extensive collection of U.S. and international accounting standards, regulations, guidance and practice materials to support its work.

The SEC intends to award a fixed-price contract to CCH Incorporated, as they are the only source that can meet the SEC's requirement to access many of the proprietary publications and materials. Interested parties have until February 7th, 2023 to identify their capability to meet the requirement or submit an alternative proposal. The anticipated contract would have a one year base period and four option periods of one year each. While this is not a competitive solicitation, the SEC will consider input from parties that can demonstrate how they may fulfill or improve upon the identified need by the response date.

Notice text

The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price contract on a sole source basis to CCH Incorporated for subscription to online accounting publications using the procedures of FAR Part 13.501(a). The SEC requires electronic subscription to an extensive collection of U.S. and international accounting and auditing publications, including publications of accounting standards boards and regulators, as well as interpretive guidance, proposal stage publications, and practice aid materials.  CCH Incorporated is the only source that can meet the SEC’s requirement because many of the required publications are proprietary content of CCH and not available from any other sources.

The total estimated value of the contract is below the dollar threshold in FAR 13.5 for the Test Program for Certain Commercial Items.  The anticipated period of performance of the contract is a Base Period of 12 months and four Option Periods of 12 months each.  The SEC anticipates awarding a contract to CCH Incorporated on or about March 30th, 2023.

This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
