About this opportunity
The National Institutes of Health Clinical Center (NIH-CC) has published a Notice of Intent to Sole Source for Maryland Hospital Association membership dues valued at $47,147 for the membership period of July 1, 2025 through June 30, 2026. This special notice, posted on August 1, 2025, announces the agency's intention to negotiate with the Maryland Hospital Association Inc. on a non-competitive basis under the authority of 41 U.S.C. 1901(a)(1). The NIH Clinical Center, a 200-bed clinical research hospital with approximately 2,000 employees across 24 departments, requires this membership to access specialized services and advocacy resources specifically designed for Maryland healthcare institutions. The procurement is being conducted under simplified acquisition procedures as the membership fee does not exceed the simplified acquisition threshold.
The primary objective of this sole source procurement is to maintain the NIH Clinical Center's membership in the Maryland Hospital Association, which provides unique advocacy, leadership, and resource services to Maryland's hospitals and health systems that are not available through any other organization. The agency has established a deadline of August 6, 2025 at 12:00 PM Eastern Standard Time for any responsible sources to submit capability statements via email to valerie.gregorio@nih.gov with the subject line referencing NOI-CC-25-008192. While this is explicitly not a request for proposal, the government will consider all responses received by the closing date, though the final determination not to compete this requirement remains solely within the government's discretion. The NIH Clinical Center justifies the sole source approach by emphasizing that the Maryland Hospital Association's alliance with the American Hospital Association and its comprehensive membership of various healthcare facility types makes it uniquely qualified to provide the required services that directly benefit patient care and organizational leadership.
