About this file

This document is a Sole Source Justification and Approval memo for the National Institutes of Health (NIH) Clinical Center's membership with the Maryland Hospital Association (MHA) for the period of July 1, 2025 to June 30, 2026. The membership is valued at $47,147 and is being sole-sourced because MHA is the only organization providing these specific services, which include advocacy, leadership, and resources for Maryland hospitals. The NIH Clinical Center argues that MHA's membership is critical for benefiting from collective hospital services, shaping healthcare policies, and improving patient care across Maryland.

The justification details MHA's unique qualifications, including its alliance with the American Hospital Association and its comprehensive membership of community, teaching, specialty, veteran's, and long-term care hospitals. The document emphasizes that no alternative vendors can provide the same services, and the membership is renewed annually. The sole source procurement is being conducted under FAR 13.106-l(b)(1) for purchases not exceeding the simplified acquisition threshold, with the NIH Clinical Center asserting that MHA was specifically formed to provide these exclusive services to Maryland's healthcare institutions.
