About this opportunity
The United States Marine Corps, specifically the Marine Corps Field Contracting System at Marine Corps Installations East, Camp Lejeune, NC, has issued a Special Notice of Intent to Award a Sole Source contract to Vertosoft, LLC. The notice pertains to the procurement of four HCL Security AppScan software licenses, which will be used to test web applications for security vulnerabilities. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 8 - Required Sources of Supplies, utilizing the DoD Enterprise Software Initiative (ESI) and Enterprise Software Agreements contractor. The notice emphasizes that this is not a competitive procurement, and the government retains full discretion in determining whether to proceed with the proposed contract.
The primary objective of this Special Notice is to acquire specialized software licenses that are critical for maintaining cybersecurity testing capabilities within the Marine Corps network. Interested firms are invited to submit information demonstrating their ability to satisfy the requirement, with responses due by 12:00 PM EDST on February 28, 2025. Contractors can submit their information directly to Emily Tsan at the provided contact details or deliver to the specified address at 316 Holcomb Boulevard, Room 2102, Camp Lejeune, NC. The justification for sole sourcing includes Vertosoft being the only authorized provider through DoD ESI and the existing Authority to Operate (ATO) for HCL AppScan on the Marine Corps Enterprise Network. Alternative software would require a lengthy ATO process of 6-12 months, potentially exposing the Marine Corps to security vulnerabilities. The contract is valued at $37,207.68 and will cover a performance period from April 1, 2025 to March 31, 2026.
