About this opportunity
The Library of Congress Contracts and Grants Directorate has issued a Special Notice announcing a sole-source firm fixed price contract with the American Library Association for exhibit booth space rental at the 2025 ALA Annual Conference. The contract will be for a 1,200 square foot exhibit booth located at the Pennsylvania Convention Center in Philadelphia, PA. The period of performance is from May 1, 2025, to July 15, 2025, with a contract value below the simplified acquisition threshold of $250,000. This special notice serves as the only public notice for the procurement and accomplishes the requirements of publicly posting the Justification and Approval (J&A) and synopsizing the requirements in accordance with Federal Acquisition Regulation (FAR). The Library of Congress is not accepting additional quotes or proposals from other parties for this specific contract.
The primary objective of this sole-source contract is to secure exhibit space for the Library of Congress to perform educational and outreach work by sharing information about its collections, programs, and services with library professionals and educators. The conference is scheduled to run from June 27-30, 2025, with exhibit setup beginning on June 25 and removal completed by July 1, 2025. No additional contractors are eligible to compete for this opportunity, as ALA Show Management is identified as the sole provider of exhibit space rental. The contract pricing is set at $30.00 per square foot, with additional charges for corner spaces, which are standard rates published on the ALA's conference website. The Library of Congress will continue to monitor the commercial marketplace to verify that only ALA can provide these services in the future. No further notices will be pursued regarding this contracting action, and the procurement is being handled directly through the Library's Contracts and Grants Directorate.
