About this opportunity
The United States Coast Guard has issued a Special Notice announcing its intent to award a sole-source contract to Radeus Labs, Inc. for replacement hardware supporting the Sea Commander Operator Training System (SCOTS). The procurement, designated under Special Notice Number 52800PR250013169, involves acquiring 11 rugged thin clients and 4 rackmount shelves specifically configured to simulate the physical and environmental factors that operators experience aboard National Security Cutters. This action is being conducted under Simplified Acquisition Procedures and is set aside for total small business participation. The Coast Guard has identified Radeus Labs as the sole source capable of providing the uniquely configured hardware that meets their mission requirements, as the company has specifically tailored the equipment to support the USCG's salient operational characteristics.
The primary objective of this notice is to provide advance notification of the proposed sole-source award while allowing other responsible sources to demonstrate their capabilities if they believe they can meet the agency's requirements. Interested vendors must submit their capabilities and qualifications in writing no later than 1:00 PM ET on September 24, 2025, to the designated contracting officers. The hardware must be delivered within 45 days after receipt of order, with an anticipated contract award date of September 26, 2025. While this procurement is structured as a sole-source action, all responsible sources are eligible to submit proposals, bids, or quotations for consideration. The government retains sole discretion over whether to proceed with full and open competition based on responses received, and emphasizes that this notice does not constitute a formal Request for Quotation.
