About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Special Notice of Intent to Synopsize a Sole Source contract for modernization of the Land Mobile Radio (LMR) System at Sierra Army Depot. Posted on April 7, 2026, with a due date of April 16, 2026, this Notice indicates the Army's intention to award a sole source contract to Motorola Solutions, Inc. in accordance with FAR Subpart 12.102 for other than full and open competition. The procurement falls under the Telephone Apparatus Manufacturing NAICS category (334210) and IT and Telecom Network PSC category (7G20). This Special Notice represents a formal announcement of the planned procurement prior to synopsization on SAM.gov.
The underlying objective is to modernize Sierra Army Depot's legacy LMR system and integrate it into the Army CONUS Enterprise (ACE) LMR architecture as part of the Base Emergency Communications System (BECS) program modernization initiative. The effort aims to enhance interoperability, emergency response capabilities, and mission effectiveness while ensuring the legacy system remains adaptable to evolving operational requirements. The modernization will leverage Motorola's proprietary system capabilities and specialized expertise, as the Motorola system core is proprietary and can limit interoperability with other original equipment manufacturers. Notably, this procurement focuses on modernizing the existing Motorola LMR system rather than purchasing new radios, and does not include fielding crash systems. Interested parties should note the April 16, 2026 deadline, though as a sole source procurement, only Motorola Solutions, Inc. is anticipated to be eligible for award based on the specific modernization and interoperability requirements that justify the sole source justification.
Notice text
The Base Emergency Communications System (BECS) intends to colicit and award a Sole Source contract in accordance with FAR Overhaul subpart 12.102 , For Other than Full and Open Competition to Motorola Solutions, INC.

Specific modernization and interoperability requirements exist to necessitae this company be awarded this contract on a sole source basis.
The BECS program modernization requires Motorola equipment radios to meet specific modernization and interoperability requirements. This procurement is not for the purchase of new radios, but rather for the modernization of the current LMR system (Motorola) at Sierra Army Depot.
The BECS program modernization effort also does not include a request for fielding crash systems. The Government intends to work with the original Equipment Manufacturer (OEM), Motorola Solutions, inc., to achieve this goal.
