About this opportunity
The U.S. Army Corps of Engineers, Wilmington District, has published a Notice of Intent to Solicit and Award a Sole Source Contract for replacement equipment on the Dredge Murden. This special notice, posted on December 18, 2025, announces the government's intention to award a firm fixed price contract on a non-competitive basis to a single source vendor. The procurement falls under the NAICS code 333923 (Overhead Traveling Crane, Hoist, and Monorail System Manufacturing) and will be processed using simplified acquisition procedures under FAR 13.5. The statutory authority for this sole source acquisition is derived from 41 U.S.C. Section 1901 or 1903, as implemented through FAR Subpart 13.501. This is not a competitive solicitation, and no Request for Proposal will be issued to interested parties.
The procurement seeks to obtain one replacement Drag-arm Winch and one replacement Hydraulic Power Unit (HPU) for the Dredge Murden, with a 120-day performance period following contract award. Interested parties must submit a capabilities statement no later than January 2, 2026, at 4:00 PM EST to the point of contact, Contract Specialist Jennifer Garland at jenifer.m.garland@usace.army.mil. The items must be direct replacements that maintain exact form and fit compatibility with the vessel's current configuration, as premature failure would result in substantial operational costs to the government. Small businesses meeting the 1,250-employee size standard are eligible to participate; however, the government reserves the right not to compete the contract based on responses received. Market research has identified Coastal Marine Equipment, Inc., as the sole source vendor capable of providing these proprietary components originally designed and manufactured by that firm.
