About this opportunity
The Naval Supply Systems Command has published a Notice of Intent to Sole Source for an XRF Analyzer procurement valued at approximately $6,000. NAVSUP Contracting, Site Okinawa intends to award a purchase order to Thermo Scientific Portable Analytical Instruments Inc. under FAR 6.302-1 authority, citing that only one responsible source can satisfy the agency requirements. The procurement involves installing "Mine Mode" and Lead Paint Testing Program software on a Niton XL2 980 GOLDD Analyzer currently used aboard the USS Frank Cable (AS-40). This notice is not a request for competitive quotations and no solicitation will be made available to other contractors. The acquisition will be processed under FAR Subpart 13.5 simplified procedures for commercial items.
The primary objective is to upgrade existing XRF analyzer software capabilities for the USS Frank Cable's radiation safety operations, with a performance period from October 1, 2025, to March 16, 2026. Interested parties may submit capability statements by the September 3, 2025, closing date, though the government has already justified sole-source procurement based on exclusive licensing agreements and warranty requirements. According to the ship's technical instructions, all service and maintenance except exterior cleaning must be performed by the manufacturer, as opening the device case would void the warranty and require return to Thermo Scientific. The procurement includes government-covered outbound shipping, manufacturer-provided return shipping, and a maximum 90-day service timeline. Any modifications to the work scope require prior written approval from the USS Frank Cable's Radiation Safety Officer.
