About this opportunity

The Department of the Army Medical Command's Medical Readiness Contracting Office-West at Fort Carson Bliss Contracting Branch has published a Notice of Intent to award a sole-source contract to Siemens Healthcare Diagnostics INC for upgrading and migrating three Unit Point of Contact (UniPOC) servers at William Beaumont Army Medical Center (WBAMC) in Fort Bliss, Texas. This Special Notice, posted on February 24, 2026, with solicitation number W81K00-26-Q-A076, addresses the critical need to migrate and upgrade the UniPOC data management system to ensure continuity of patient care. The government has determined that Siemens Healthcare Diagnostics INC is the exclusive developer of the UniPOC system and therefore the sole capable source for this requirement. The contract action falls below the Simplified Acquisition Threshold at approximately $350,000 and is classified under NAICS code 541512 (Computer Systems Design Services).

The objective of this procurement is to upgrade three UniPOC servers from Microsoft Server 2016 to Microsoft Server 2019 and upgrade the UniPOC software to version 1.8, with services including installation, implementation, training, and ongoing support. While this notice explicitly states it is not a request for competitive proposals, all responsible sources may submit capability statements, proposals, or quotations within five days of posting (by February 28, 2026) for government consideration. The period of performance runs from March 1, 2026, through September 30, 2026, though supporting documentation references an extended timeline through February 4, 2027. Market research identified three companies capable of providing such services; however, all were found to be unauthorized to work on Siemens equipment, supporting the justification for sole-source procurement based on exclusive licensing agreements and proprietary rights. Interested parties should contact MAJ Elizabeth St. Peter, Contract Specialist, or Kiah Washington, Contracting Officer, for additional information regarding this procurement action.
