About this opportunity
The U.S. Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston intends to sole-source website maintenance and hosting services for the Investigative Interview Human Simulation Software and Interactive Multimedia Instruction Module to SIMmersion LLC, with a capability-statement deadline of August 26, 2026 at 12:00 pm CDT. The Government is actively seeking qualified vendors across all socioeconomic categories—8(a), HUBZone, SDVOSB, WOSB, and small businesses—to support competitive procurement alternatives.
The requirement provides 24/7 website hosting and maintenance services for the U.S. Army Inspector General School faculty and students, with the objective of enabling incremental updates to simulation content based on changes to Army terminology, regulations, and doctrine. The contract vehicle will be Firm Fixed Price under FAR subpart 12.201-1 authority, with a contract period of one 12-month base year plus four 12-month option years. Work is performed under NAICS 541511 (Custom Computer Programming Services) with a size standard of $34.0 million.
Interested offerors must submit capability statements by the deadline in PDF or MS Word format, not exceeding ten single-sided pages in 10-pitch font minimum, addressing firm identification and small business status, relevant experience, subcontracting percentages, recommendations to enhance small business competition, NAICS code assessment, and identification of any competition restrictions. Submissions go to Contracting Officer Jared L. Kiser and Contract Specialist Timothy D. Hallahan II. This notice is market research only and does not constitute a binding commitment or guarantee of participation.
