About this opportunity
The U.S. Coast Guard issued a Notice of Intent on September 8, 2026 to sole-source truck repair services to NEWPORT AVA AG, LLC dba Southern Ford, Newport News, Virginia, with a protest deadline of September 11, 2026. The procurement is restricted to a local area set-aside. The Coast Guard Port Security Unit 305 at Joint Base Langley-Eustis in Fort Eustis, Virginia requires immediate repair services for six specialized Prime Mover trucks (bumper/asset IDs: 428, 429, 430, 431, 575, and 441) to restore the fleet to full operational status. PSU 305's Prime Mover readiness has degraded to 16.67% mission-capable status, with only one of six vehicles operationally ready, creating a critical bottleneck in the unit's Deployable Specialized Forces capability to support rapid-response, high-readiness global deployments and launch Transportable Port Security Boats. Required repair work includes routine maintenance (oil and filter changes, tire mounting, battery replacement, wiper blade replacement), brake service, steering and suspension repairs, power steering system repair, cooling system repair, torque converter seal repair, and diesel fuel system maintenance. The Coast Guard justifies sole-source award to Southern Ford as the only authorized Ford dealership with proximity and capability to provide required diagnostics, maintenance, and repairs using manufacturer-approved parts and trained technicians. The contract will be structured as a Firm Fixed Price Purchase Order with electronic funds transfer payment through Coast Guard Finance Center. This procurement falls below the Simplified Acquisition Threshold under FAR 12.102(a) and Class Deviation 25-21 Rev. 1.
Notice text
Notice of Intent:
The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under RFO authority 6.103) to NEWPORT AVA AG, LLC dba Southern Ford, 12896 Jefferson Ave., Newport News, VA 23608.
Background and Justification:
The operational capability of PSU 305's Prime Mover fleet has dropped to a critical 16.67% readiness level. With only one (1) out of six (6) vehicles currently mission-capable, the unit's Deployable Specialized Forces (DSF) mandate faces a severe operational bottleneck. This creates an immediate risk to rapid response, high-readiness global deployments and the vital launching of Transportable Port Security Boats (TPSBs). The U.S. Coast Guard Port Security Unit 305 (PSU 305), based out of Joint Base Langley-Eustis in Fort Eustis, Virginia, requires repair services to bring its Deployable Specialized Forces (DSF) assets back to fully operational status. Six (6) specialized Prime Mover trucks. To meet operational mission requirements PSU 305 requires assets for towing and launching transportable Port Security Boats (TPSBs) during rapid-response, high-readiness global deployments.
