About this file

This is a Statement of Work (SOW) for truck repair services required by the U.S. Coast Guard Port Security Unit 305 (PSU 305) located at Joint Base Langley-Eustis in Fort Eustis, Virginia. The unit's Prime Mover fleet has experienced a critical operational decline, with only one of six specialized trucks currently mission-capable, resulting in a 16.67% readiness level. These trucks are essential for towing and launching Transportable Port Security Boats (TPSBs) during rapid-response, high-readiness global deployments, making their repair urgent to prevent operational bottlenecks and maintain the unit's Deployable Specialized Forces (DSF) mandate.

The required repairs encompass routine maintenance and significant mechanical work across the six Prime Mover trucks, including oil and filter changes, fuel filter replacement, tire mounting and balancing, brake service and pad replacement, front rotor turning, cab mount replacement, torque converter seal repair, wiper blade replacement, battery replacement, steering and suspension repairs (tie rods, trac bar, drag link), power steering system repair, cooling system repair, and diesel fuel system maintenance. The contract will be structured as a Firm Fixed Price Purchase Order (FFPPO) with payment via Electronic Funds Transfer (EFT) through the U.S. Coast Guard Finance Center (FINCEN). The contractor must comply with FAR 52.204-7 regarding SAM registration and FAR 52.212-4 contract terms and conditions. The related Notice of Intent indicates the Coast Guard intends to sole-source this procurement to Newport Ava AG, LLC dba Southern Ford, located in Newport News, Virginia.
