The proposed contract action is being pursued under the statutory authority of 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.

The anticipated contractor will provide NGA with non-proprietary Research, Development, Test and Evaluation (RDT&E), systems engineering, and other engineering capabilities required by NGA, which may include, but is not limited to, Geo-intelligence (GEOINT) tools and software code.

PSU/ARL is a University Affiliated Research Center (UARC) under contract with the Department of the Navy.  A UARC is a strategic United States Department of Defense (DoD) research center associated with a university.  UARCs were formally established by the Director of Defense Research and Engineering (DDR&E), Office of the Secretary of Defense, to ensure that essential engineering and technology capabilities of particular importance to the DoD are maintained.  These not-for-profit organizations maintain essential research, development and engineering “core” capabilities; maintain long-term strategic relationships with their DoD sponsors; and operate in the public interest, free from real or perceived conflicts of interest.

The ordering period for the proposed contract is 60-months from the date of contract award.

This notice is in accordance with FAR 5.203, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which will be considered by the NGA.
