The Department of Homeland Security Office of Procurement Operations is soliciting proposals through Solicitation 70RWMD20R00000005 to fund research projects providing experimental data on photofission cross sections, angular distributions, and energy spectra for Uranium-235, Uranium-238, and Plutonium-239 at x-ray energies from 6 to 20 MeV. Proposals will be evaluated based on strategic impact, technical approach, capability and experience, and management approach, with pitch papers due May 8, 2020 and final proposals due June 2, 2020. The selected performer will be required to collect data and submit it to relevant databases within five years to enhance modeling for DHS applications in nuclear detection and safeguards.
There is no set-aside designation for this procurement. Work performed under NAICS code 541715 for research and development in the physical, engineering, and life sciences is anticipated to take place in the United States. Approximately $1 million is available for multiple awards over one year, with individual awards anticipated at $300,000 for FY2020 and a total funding ceiling of $1.5 million over five years. Data collected under the project must be submitted to relevant databases within five years.

The justification cites MITRE's institutional knowledge and established relationships within DHS as rationale for its unique qualification to provide specialized independent technical and systems engineering expertise across the department's systems engineering lifecycle from acquisition planning through implementation under the five-year, minimum $100,000 maximum $862 million contract.

The U.S. Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to SEA Limited, 7001 Buffalo Parkway, Columbus, Ohio 43229 for Recreational Off-Highway Vehicle (ROV) floorboard debris penetration testing. SEA Limited is the only provider that offers autonomous control and sled testing capabilities, which CPSC requires for testing of ROV safety. Since the nature of the preliminary testing sought for this requirement can potentially injure human drivers, where rigid objects can puncture the ROV floorboard and impale the occupants, it is essential that the preliminary discovery testing be done autonomously, as this method would enable test personnel safety, accuracy, repeatability, and reduce human testing error/variability. Duplication of the equipment and expertise for autonomous operation of ROVs by another contractor would incur substantial cost to the government that will not be recovered through competition. CPSC is authorized to enter into contracts for equipment and services required to investigate the safety of consumer products and for improving the safety of such products (5 U.S. C. § 2054).
CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) business days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any quotation/response must be in writing and can be sent via email to the Contract Specialist at csterba@cpsc.gov by 11am Eastern Time August 6, 2020. No phone calls will be accepted.

Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award an Order under Basic Ordering Agreement (BOA), N00019-16-G-0006, to General Atomics, San Diego, California (CA) for the procurement of AAG Depot Planning Phase II efforts, support Logistics, supportability analysis, maintenance planning, reliability maintenance, support equipment recommendations and support program development, provisioning data, post production support, packaging requirements identification, Technical Manual (TM) and developments as they directly correlate to AAG Depot Planning for CVN 78 and CVN 79.
As the sole designer, developer and manufacturer of AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements.
