About this opportunity
The 354th Contracting Squadron of the Department of the Air Force Pacific Air Forces published a Notice of Intent to Award a sole-source contract to the Commemorative Air Force on March 4, 2026. This Special Notice announces the government's intention to award a firm fixed-price contract for demonstration and static displays of vintage military aircraft at the 2026 Arctic Lightning Open House Air Show at Eielson Air Force Base in Alaska. The contract encompasses four aircraft: a 1943 AT-6D Texan, 1952 Harvard Mk IV (T-6G), 1942 Consolidated BT-13, and 1946 L-13 Dragon Fly. The Commemorative Air Force, based in Dallas, Texas, is the sole identified vendor capable of fulfilling these requirements. The government conducted extensive market research through subject matter experts, online searches, and industry discussions to justify the sole-source award.
The primary objective of this acquisition is to provide aviation demonstration and static display capabilities for the air show scheduled for July 30 through August 2, 2026, with participating aircraft performing wake-up flights and aerial demonstrations throughout the event. Key contract line items include provision of transportation (trucks and trailers), all four aircraft, engine oils and hydraulic fluids, a 30-minute morning wake-up flight involving two aircraft, airshow flying demonstrations, and appearance fees for all four aircraft. The Statement of Work requires all assets to arrive no later than July 30, 2026, with on-site work conducted daily between 0630-1730 hours, and mandates that the selected pilot participate in safety briefings and post-flight debriefings under the Air Operations Director's supervision. The government intends to solicit and negotiate directly with the Commemorative Air Force in accordance with FAR Part 6 and FAR 6.103-1(b), with a comment period deadline of March 18, 2026. Only the Commemorative Air Force meets the government's criteria as the sole responsible vendor willing and able to perform these services in interior Alaska without compromising operational requirements.
