About this opportunity
The Naval Supply Systems Command Fleet Logistics Center San Diego has issued a notice of intent to award a sole source contract to Bio-logic USA, LLC for specialized repair services. The notice pertains to the repair of a Bio-Logic VSP-300 potentiostat used by the Mechanical and Aerospace Engineering Department at the Naval Postgraduate School. Under FAR 13.106-1(b)(1)(i) authority, the agency has determined that only one responsible source exists that can satisfy the requirement, and no other supplies or services will meet their needs. The anticipated contract award date is on or before September 1, 2025, and falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. This is not a competitive solicitation but rather a formal notification of the government's intent to proceed with a sole source acquisition.
The repair work involves replacing specific components including the VSP-300 power supply, DC-DC power supply board, digital board for VMP-300, and chassis cooling fan, with the repaired equipment requiring calibration to factory settings. Although this is a sole source notice, other contractors may submit capability statements by 3:00 PM PST on July 21, 2025, to demonstrate their ability to provide the required repair services. Capability statements must not exceed six pages using minimum 10-point font and should include management, technical, and cost information with convincing evidence of capability. Submissions must be sent via email only to the designated contracting officer, and telephone requests will not be accepted. The government will use these responses solely to determine whether to proceed with the sole source award or conduct a competitive procurement, with the final decision remaining at the government's discretion.
