About this opportunity

The Department of the Air Force Space Command, through the 30th Contracting Squadron at Vandenberg Space Force Base in California, issued a Notice of Intent to Sole Source a ground wells water maintenance contract to American Water Inc. on January 26, 2026. This special notice announces the government's intention to award a non-competitive procurement action for operation and maintenance services of four government-owned groundwater wells at the installation. The sole source justification is based on American Water's exclusive ownership of downstream piping and valves resulting from a 50-year privatization contract for the base's water and wastewater utility systems. The applicable NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a $12.5 million business size standard. The contracting authority is FAR 13.106-1(b)(1), which permits sole source awards under specified circumstances.

Interested firms have until January 29, 2026, at 1:00 PM Pacific Daylight Time to submit an interest letter challenging the sole source determination or requesting consideration as an alternative contractor. Challengers must demonstrate their firm's ability to provide equivalent services and provide a rationale explaining why they should be considered for the work. The contract will cover preventive maintenance, standard repairs, and emergency repair services for approximately 140 annual hours of work (72 hours for operation and maintenance, 68 hours for inspection and testing). Contractors must comply with all federal, state, and local environmental regulations, maintain Service Contract Act prevailing wage rates applicable to Santa Barbara County, and meet strict security requirements including background checks and restricted area access procedures. The government will consider all quotes received within seven days of publication but reserves the discretion to proceed with the sole source award to American Water regardless of responses received.

Notice text

Vandenberg SFB, CA intends to issue a sole source procurement action for Ground Wells Water Maintenance. Market research indicates American Water, is the only contractor qualified to complete ground wells water maintenance due to VSFB privatizing its water and wastewater utility systems per contract SP0600-15-C-8302 for 50 years to American Water (AW) Inc. At each well location, AW owns the piping and valves downstream from the specified point of demarcation (POD). The Government retains ownership of the upstream infrastructure to include the well casing, pump, motor, column, and well head completion. The applicable NAICS for this acquisition is 811310 – “Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance”, with a business size standard of $12.5 Million. The proposed contract is for services for which the Government intends to solicit to only one source under the Authority of FAR 13.106-1(b) (1).  This is a notice of intent to award a sole source action and is not a request for competitive quotes.  However, the Government will consider all quotes received within 7 days of publication of this Special Notice.

Firms who want to challenge the sole source determination must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described above.  Interested parties must provide a rationale as to why they should be considered. Respond to the below point of contact by 29 January 2026, 1300 (PDT).  A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.  The 30th Contracting Squadron will not reimburse for any costs connected with providing capability information.
