About this opportunity

This Special Notice announces the Defense Counterintelligence and Security Agency's intent to sole source a contract for American Productivity & Quality Center (APQC) annual membership. The authority for this action is FAR 13.106-1(b), which allows for sole sourcing when only one source is reasonably available.

The purpose of this Special Notice is to inform industry that the government intends to sole source this requirement to APQC, as they are the only provider of the annual membership. The period of performance is expected to be August 4, 2024 through August 3, 2028. The APQC annual membership provides access to their extensive library of resources, participation in training programs and workshops, networking opportunities, and access to online resources. Interested parties have until July 25, 2024 to submit a capability statement demonstrating that competition would be advantageous to the government, though the decision to compete the acquisition is solely at the government's discretion.

This is a notice of the Government’s intent to solicit from a single source for American Productivity & Quality Center (APQC) annual membership. The period of performance for this requirement is expected to be August 4, 2024 – August 3, 2028. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b), which states, “For purchases not exceeding the simplified acquisition threshold. The APQC annual membership includes access to APQC's extensive library of resource, participation in APQC's training programs and workshops, networking opportunities with other professionals, and access to AQPC's online resources.

This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirement, that competition would be advantageous to the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested parties should submit a capability statement to the Contract Specialist by the closing date of this notice.
