About this opportunity

The Defense Health Agency (DHA) U.S. Army Medical Research Acquisition Activity (USAMRAA) has issued a Special Notice announcing its intent to award a sole source Firm Fixed Price contract to Syneron Candela, a company located in Tokyo, Japan. The contract is being issued on behalf of the Navy Medicine Readiness and Training Command (NMRTC) Yokosuka for periodic maintenance and calibration services for a Syneron-Candela Gentlemax Pro equipment. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which allows for sole source acquisitions when only one source is reasonably available. Specifically, the notice indicates that Syneron Candela is the only authorized manufacturer capable of performing the required maintenance and calibration services for this specific medical equipment.

The purpose of this Special Notice is to formally communicate the government's intent to award a contract directly to Syneron Candela without competitive bidding. Interested firms have until 2:00 PM Eastern Standard Time on May 29, 2025, to submit written responses identifying their capability to provide similar services. The maintenance services require a Field Service Engineer with comprehensive manufacturer training, certification, and direct access to original equipment manufacturer (OEM) parts in Japan. Contractors seeking to challenge the sole source determination must fully demonstrate their interest and capability to the designated point of contact, James Cheng, via email at james.cheng1.civ@health.mil. The government retains sole discretion in determining whether to compete the proposed contract based on any responses received. No telephone requests will be considered, and the notice explicitly states that this is not a request for quotations (RFQ).

Notice text

The Defense Health Agency (DHA) U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source contract on behalf of the Navy Medicine Readiness and Training Command (NMRTC) Yokosuka to Syneron Candela, located at 6-8-7 Ginza, Chuo-ku, Tokyo 104-0061 Japan, under the authority FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).

This requirement is for the acquisition of periodic maintenance and calibration services for the Syneron-Candela Gentlemax Pro, SN:9611, equipment. Maintenance service shall be provided within the original equipment manufacturer (OEM) specifications and only an OEM authorized manufacture contractor may perform maintenance services. The Field Service Engineer (FSE) shall have comprehensive knowledge of the equipment through manufacturer training and have a certificate for training completion, and access to OEM parts in Japan, which will significantly reduce downtime. The FSE shall provide periodical maintenance, calibration and repair, and Syneron Candela is the only certified provider. Only Syneron Candela is able to perform the preventative maintenance and calibration on the existing OEM equipment identified in this requirement. No other source is available that can complete the maintenance required.

This is a notice of intent to issue a contract on a Sole Source basis. This notice of intent is NOT a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 2:00 PM Eastern Standard Time, 29 May 2025. The point of contact for this action is James Cheng, james.cheng1.civ@health.mil. No telephone requests will be honored.
