About this opportunity
The Department of the Army Medical Command has issued a Special Notice announcing their intent to award a sole source contract to Siemens Healthcare Diagnostics, Inc. for blood analyzer equipment maintenance services. The East Services Branch, Health Readiness Contracting Office at Joint Base San Antonio, Fort Sam Houston, Texas is seeking to procure maintenance services for two Siemens RapidPoint 500 Blood Analyzers supporting the Carl R. Darnall Army Medical Center in Fort Hood, Texas. The procurement will be structured as a firm fixed price purchase order utilizing sole source authority under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold. The contracting agency has determined that only one source is reasonably available for this specialized requirement. The notice was posted on September 16, 2025, with responses due by September 19, 2025.
The primary objective of this procurement is to secure comprehensive maintenance services including one preventive maintenance visit and unlimited repair calls for the specialized blood analyzer equipment. The maintenance services must encompass both scheduled and unscheduled maintenance according to the service agreement, including all necessary parts and labor. Despite the sole source intent, all responsible sources are invited to submit capability statements, proposals, or quotations for agency consideration by the September 19, 2025 deadline. The government has justified the sole source approach based on the highly specialized nature of the services and the potential for substantial cost duplication or unacceptable delays if awarded to alternative sources. Contractors with concerns about the sole source determination may submit their objections to the designated Contracting Officer Sara Fetterolf or Contract Specialist Mohamed Koroma, referencing the specific Notice ID number in their correspondence.
