About this opportunity
The Centers for Disease Control and Prevention Influenza Division intends to award a sole-source firm-fixed-price purchase order to The University of Georgia Research Foundation, Inc. (UGARF) for maintaining regular access to Advanced Photon Source (APS) SER-CAT beam lines to support structural analysis of viral proteins from pandemic and seasonal influenza viruses, with a response window closing July 5, 2026.
The procurement is predicated on UGARF's exclusive provision of the most advanced macromolecular crystallography capabilities available in the United States. Lower-intensity beamlines at alternative facilities would degrade data quality and analytical capability. UGARF's SER-CAT facility also provides CDC guaranteed beam access during public health emergencies—a capability critical to urgent influenza response and preparedness. Alternative facilities present significant compatibility and transition limitations that render them infeasible for this application. The sole-source justification is executed under FAR 12.102(a).
Work involves sample processing, data collection, analysis, interpretation, and evaluation using UGARF's specialized equipment and onsite qualified laboratory personnel. The engagement supports CDC's National Center for Immunization and Respiratory Diseases Influenza Division.
This is a pre-solicitation notice of intent, not a competitive quotation request. Quotations received within 15 days of issuance will be considered, and the government reserves discretion to conduct a competitive procurement based on responses received. NAICS 541380; PSC AJ12.
