About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice for serological analyses to detect exposure to pathogens in Alaskan pinnipeds. NOAA's Alaskan Fisheries Science Center, Marine Mammal Laboratory has collected 86 serum samples from Alaskan pinnipeds from 2009 to 2024 and expects to collect more samples in the near future. NOAA intends to award this work on a sole source basis to the One Health Institute, School of Veterinary Medicine at the University of California, Davis.
The purpose of this Special Notice is to conduct market research and determine if a competitive procurement is necessary for these serological analyses services. NOAA requires the samples to be analyzed using specialized protocols and equipment to provide consistent, comparable results over multiple years of testing. Interested sources must submit a capability statement with technical data and cost information by November 18, 2024 to demonstrate their ability to meet the requirement. NOAA will consider all capability statements received and make a final determination on whether to proceed with a sole source award to the One Health Institute or conduct a competitive procurement.
