About this opportunity

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) has issued a Special Notice to procure one (1) year of extended software maintenance for up to twenty-five (25) Riegl Scanners, with options for four (4) one-year extended software maintenance renewals. CRREL intends to award this contract on a sole source basis to Riegl USA, Inc. as the only vendor capable of meeting the required specifications and interoperability with CRREL's existing Riegl software.

The purpose of this Special Notice is to provide an opportunity for interested parties to identify their capability to fulfill this requirement, though there is no guarantee that submissions will alter the government's acquisition strategy. Interested parties must submit a capability statement by June 6, 2024 to be considered, but this is not a request for competitive quotations. Vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the required FAR and DFARS representations and certifications to be eligible for award.

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Riegl USA, Inc. upon the basis of the authority provided at FAR 13.500(a).

ERDC-CRREL intends to procure one (1) year extended software maintenance for up to twenty-five (25) Riegl Scanners. The Contractor shall also provide four (4) one-year extended software maintenance renewals for up to twenty-five (25) Riegl Scanners. There shall also be options within each year to procure up to an additional fifteen (15) scanners in increments of five (5).

Riegl USA, Inc. was identified as the only vendor capable of offering a product meeting the requisite specifications and interoperability requirements with CRREL’s existing Riegl uniquely designed software.  

This Notice of Intent is not a request for competitive quotations.  However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Telephone responses will not be accepted.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
