About this opportunity

The United States Department of Agriculture Agricultural Research Service intends to award a sole source purchase order to ChemTreat for a custom-designed Reverse Osmosis and Softener Treatment and Data Management System specifically engineered for the NBAF Central Utility Plant. The system will include four primary components: pH Control (BL1303), Biocide (CL206), Dechlorination (RL1259), and Antiscalent (RL9907). Interested parties seeking to challenge this sole source procurement must submit clear and convincing evidence demonstrating that competition would be advantageous to the Government by December 26, 2025. Responses should include technical capabilities, pricing, and other information that demonstrates ability to meet Government needs and functional compatibility with existing key systems already in place. All detailed capabilities must be submitted directly to the point of contact, Lanny Ahlvers, Utility Systems Operations Supervisor, and no solicitation document is currently available. This notice is not a request for bids, quotes, or proposals, and no contract award will be made based on responses received.

This procurement carries no set-aside designation and represents a sole source award to ChemTreat, an incumbent contractor with existing system integration at the facility. The contract calls for delivery of one unit to the PA NBAF Warehouse located at 1200 Kretschmer Drive in Manhattan, Kansas within 90 days of award. While no specific budget range is disclosed in the pre-solicitation notice, the custom design and specialized nature of the reverse osmosis and water softening system for a federal research facility suggests a significant contract value. The evaluation of any competing proposals will focus on technical compatibility with the existing ChemTreat system and functional performance requirements specific to the Central Utility Plant operations. Interested contractors must act expeditiously given the December 26, 2025 deadline for responses to this notice.
