About this opportunity
The U.S. Department of Agriculture's Agricultural Research Service (ARS) is conducting a market research initiative to assess the availability of qualified small business contractors for a Reverse Osmosis and Softener Treatment and Data Management System special design project. This Pre-Solicitation Notice is not a formal solicitation or Request for Proposal, but rather a Sources Sought announcement intended to determine whether adequate small business vendors—including SBA-certified HUBZone, 8(a), Women-Owned, or Service-Disabled Veteran-Owned Small Business (SDVOSB) firms—are capable of meeting the project's minimum specifications. The government will use responses received by the December 16, 2025 deadline to inform its acquisition strategy and determine whether to proceed with a sole source purchase order, limit competition to small business set-asides, or issue an unrestricted solicitation open to full and open competition. Respondents should note that this notice does not constitute a commitment by the government, no award will result from responses, and respondents will not be notified of the market research results. The information gathered will be evaluated solely to determine the appropriate acquisition method and make sole source determinations.
No set-aside designation is currently being applied to this procurement. ChemTreat, located at 5640 Cox Road in Glen Allen, Virginia, is identified as the current known source for this specialized system. The project will be performed in Manhattan, Kansas, with an estimated delivery timeframe of 730 days; however, specific award value, budget range, and quantity details are not disclosed in this Pre-Solicitation Notice. The anticipated solicitation release date is contingent upon the results of the market research and the determination of whether alternative qualified sources are available beyond the current known contractor. Interested small businesses are encouraged to respond and demonstrate their capability to perform this specialized treatment and data management system design work.

The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice.
