About this opportunity
The Department of State US Embassy Harare has issued a Notice of Intent to Sole Source for the resurfacing of epoxy floors at the U.S. Embassy in Harare, Zimbabwe. This special notice, posted on June 25, 2025, with a due date of July 4, 2025, announces the government's intent to award a sole source purchase order to Specialized Flooring Services under NAICS code 238330 (Flooring Contractors). The procurement is classified under the authority of 41 USC 253(c)(1) and Federal Acquisition Regulation Part 6.302-1, which allows for sole source awards when only one responsible source can satisfy agency requirements. The project involves resurfacing 600 square meters of NOB West epoxy floors with an estimated value of $50,000. The contracting officer for this opportunity is Joseph Anderson.
The primary purpose of this notice is to meet regulatory disclosure requirements while announcing the government's intent to sole source the contract to Specialized Flooring Services, which is considered the only responsible source capable of meeting the agency's specific requirements. Although this is not a formal request for proposal, the notice permits other responsible sources to submit capability statements, proposals, or quotations for consideration by the Department. The sole source justification is based on Specialized Flooring Services' prior experience with ATG GEN 3 Primer, their familiarity with the existing epoxy floor installation, specialized training received from BL Harbert (the original embassy construction company), and their proven track record working with the embassy. The contractor must provide all necessary labor, technical skills, tools, machinery, and materials to resurface the floors, along with dust abatement cyclones and paper covers to protect nearby workstations. The specialized nature of the work and the need to minimize disruptions to embassy operations are key factors supporting the sole source determination.
