About this opportunity
NASA Armstrong Flight Research Center has issued a Notice of Intent to Sole Source a contract extension for Research Facilities and Engineering Support Services (RF&ESS) to ASRC Federal Systems Solutions (AFSS). This Special Notice, posted on April 15, 2026, concerns the continuation of Range Facilities and Engineering Support Services at the Dryden Aeronautical Test Range (DATR). The agency intends to extend the existing contract 80AFRC21C0001 under FAR 6.103-1(c)(2)(ii) authority, which permits sole source awards when the work is available only from the incumbent contractor. The extension is classified as a Total Small Business set-aside and is categorized under Computer Facilities Management Services (NAICS 541513). This sole source determination is being made to ensure mission-critical services continue uninterrupted while a competitive follow-on contract for Range Operations Support Services (ROSS) is being developed.
The purpose of this extension is to maintain continuity of highly specialized operational and engineering support services without interruption, including real-time and post-flight mission operations, data acquisition and processing, range communications, flight termination systems, video and tracking systems, and maintenance activities in compliance with NASA standards. Interested organizations may submit their capabilities and qualifications electronically to jamill.m.richter@nasa.gov by 2:00 p.m. PT on April 29, 2026, to demonstrate why the acquisition should be conducted competitively. The Government will evaluate submitted capabilities and qualifications solely to determine whether to proceed with full and open competition, with final determination resting entirely within the Government's discretion. Contractors must be capable of providing specialized range support services and operating under NASA and AFRC directives. The Government has indicated it will not acquire commercial products or services under FAR Part 12, signifying this is a specialized services requirement tailored to government operations.
Notice text
NASA/AFRC has a requirement for Range Facilities and Engineering Support Services. The purpose of this effort is to provide effective operational and engineering support to Dryden Aeronautical Test Range (DATR). Support includes real-time and post-flight mission operations, data acquisition and processing, range communications, flight termination systems, video and tracking systems, configuration management, documentation, preventive/corrective maintenance and support in compliance with NASA standards and AFRC directives.
NASA/AFRC intends to issue a sole source contract extension to 80AFRC21C0001 to continue services from ASRC Federal Systems Solutions (AFSS) under the authority of FAR 6.103-1(c)(2)(ii). The work and services covered by the current contract are vital to the NASA mission and must be maintained without interruption while the follow-on contract, Range Operations Support Services (ROSS), is competed. It has been determined that this requirement is available only from the incumbent source for the continued provision of highly specialized services and it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. NASA AFRC must therefore ensure continuity of these services to avoid significant adverse impact to the mission.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to jamill.m.richter@nasa.gov not later than 2:00 p.m. PT on April 29, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at: https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
