About this opportunity

The United States Department of Agriculture's Agricultural Research Service (USDA-ARS) issued a Notice of Intent to Sole Source on October 23, 2025, regarding research cattle procurement. This special notice was published in accordance with Federal Acquisition Regulation (FAR) 5.2 and serves an informational purpose rather than as a formal solicitation. The Knipling-Bushland U.S. Livestock Insects Research Laboratory in Kerrville, Texas has identified a requirement for 87 heads of cattle (calves). The USDA-ARS has determined that only one contractor possesses the capability to meet the technical specifications for this procurement, which justifies the sole source approach. This notice does not constitute a commitment from the Government and does not indicate that a competitive solicitation will follow.

The primary purpose of this special notice is to inform interested parties of the Government's intent to conduct a sole source procurement and to solicit information that may influence the final acquisition strategy. The due date for responses is October 29, 2025, providing a six-day window for submission. Importantly, the Government explicitly states it will not make awards based on responses to this notice and will not reimburse any costs associated with preparation or submission of responses. No formal solicitation document such as an RFP, RFQ, or IFB is anticipated to be issued at this time. The procurement falls under NAICS category 112111 (Beef Cattle Ranching and Farming) and PSC category 8820 (Live Animals, Not Raised For Food), indicating that eligible contractors should operate within the livestock ranching and farming sector.
