About this opportunity
The U.S. International Trade Commission is announcing its intent to make a sole-source award to RELX Inc. for a LexisNexis Digital Library subscription, with a closing date for competing information of June 23, 2026. The award is based on FAR 6.302-1 (only one responsible source). This is not a competitive solicitation; the notice is for informational purposes only, and no competitive quotation request will be issued. The requirement is an annual subscription to the Matthew Bender Treatises collection published by LexisNexis, with performance from July 1, 2026 through June 30, 2027, and four anticipated one-year options thereafter. The estimated contract value is $175,000. Market research confirmed that specific treatises—Chisum, Gilson, and Milgrim—are available exclusively through LexisNexis platforms and have no viable substitutes through competing services such as Westlaw or Bloomberg Law without impairing critical legal research operations by ITC staff. The contracting officer is Ian Quillman; interested parties may submit information to ian.quillman@usitc.gov within five days of posting. Telephonic questions are strongly discouraged.
