About this file
This is a Justification and Approval for Single Source Award (Form USITC-050, Rev. 4/2022) submitted by the U.S. International Trade Commission.
The U.S. International Trade Commission, Office of Procurement, is awarding a single-source contract to Lexis Nexis Digital Library (vendor) under requisition number ITC-OARS-26-0068 for an estimated total value of $175,000.00. The contracting office and requiring office are both the U.S. International Trade Commission, with the Office of Operations as the requiring office. The requirement is for the LexisNexis Digital Library (Matthew Bender collection), which provides detailed legal research resources including cases, statutes, and forms needed by ITC legal staff. The justification for limited competition cites that the Matthew Bender treatises—specifically Chisum, Gilson, and Milgrim—are available exclusively through Lexis platforms and are unavailable through competing platforms such as Westlaw and Bloomberg Law. The market research conducted confirmed that these specific treatises are digitally accessible only through Lexis platforms, with no viable substitutes that would not impair critical research operations. The award is below the Simplified Acquisition Threshold and has been posted to sam.gov as required for actions exceeding $25,000. The justification was certified by Wendy Willis (Requiring Officer) and Ian Quillman (Contracting Officer).
