About this opportunity
The Department of the Army Medical Command has published a Special Notice for Reference Laboratory Testing Services. The notice indicates the government's intent to sole source this requirement to a single contractor that can provide clinical reference laboratory testing services to support the Military Health System.
The purpose of this Special Notice is to inform interested parties of the government's intent to sole source this requirement and provide details on the necessary qualifications. Key requirements include having an approved Business to Business (B2B) Agreement from the Defense Health Agency (DHA) to connect to the government's systems, as well as approved interfaces to the Department of Defense's (DoD) Electronic Health Record (EHR) systems. Interested contractors must also obtain the requisite Information Assurance (IA) approvals or Authority To Operate (ATO) within the DoD's Risk Management Framework, which can take six months or more. The government is soliciting capability statements, proposals, or quotations from all responsible sources, which will be considered prior to making a sole source award.
Notice text
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform clinical reference laboratory testing services. Prior to initiation of a new contract for clinical reference laboratory testing support, the contractor's reference laboratory must have an approved Business to Business (828) Agreement from the Defense Health Agency (DHA) 828 Program Management Office (PMO) to connect to the Government via the Military Health System (MHS) 828 Gateway. Additionally, the reference laboratory must have approved interfaces to the DoD Electronic Health Records (EHR) (e.g., Composite Health Care System (CHCS) and MHS Genesis), in addition to obtaining the requisite Information Assurance (IA) approvals or Authority To Operate (ATO). Current DoD approved mechanisms for approval and/or ATO are via DoD Instruction (DoDI) 8582 and 8510 (e.g., Risk Management Framework (RMF)). The current minimal lead time for submission and approval is six or more months. The reference laboratory must have approved interfaces to the DoD Electronic Health Records (EHR) (e.g., Composite Health Care System (CHCS) and MHS Genesis), in addition to obtaining the requisite Information Assurance (IA) approvals or Authority To Operate (ATO).
The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(2).
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any concerns with this intent to Sole Source may be submitted for consideration by the Government to Contracting Officer, Kirk Heyen, at kirk.e.heyen.civ@health.mil with the Notice ID number referenced in the subject line.
