About this opportunity
NASA's Armstrong Flight Research Center is seeking a contractor to modify a Boeing 737-73W aircraft (serial number 40116) to enable reduced gravity flight operations. The scope of work includes conducting a feasibility assessment to determine the aircraft's suitability for reduced gravity missions, modifying the cabin to support such operations, painting the aircraft exterior with NASA identifiers, performing all overdue scheduled maintenance tasks, and providing disposition for full-life management of all permanent modifications made during previous programs. The agency intends to award this contract as a sole-source acquisition to Denmar Technical Services, Inc., the current provider of aircraft modification services for this asset, under FAR 6.103-1 authority. The Government will evaluate any interested organizations' capabilities and qualifications submitted electronically to determine whether to conduct this acquisition on a competitive basis rather than sole-source. Interested parties must submit their capabilities and qualifications by 11:00 AM PDT on Monday, April 13, 2026, to jennifer.schnarr@nasa.gov and melissa.newell@nasa.gov. The determination to compete or proceed with sole-source award remains solely within the Government's discretion.
This pre-solicitation notice indicates no set-aside designations apply to this acquisition. Denmar Technical Services, Inc. is the identified incumbent contractor currently providing modification services for the aircraft. No specific award value or budget range is disclosed in this notice. The acquisition will be conducted using FAR Part 12 commercial procedures, indicating the Government intends to acquire commercial products or services. While the exact timeline for contract completion is not specified in this notice, the feasibility assessment, modification work, maintenance tasks, and disposition activities collectively represent a comprehensive aircraft modification program. The Center Ombudsman contact information is available through the NASA procurement office website for any disputes or concerns regarding this acquisition process.
