About this opportunity

The Department of the Army Medical Command's East Services Branch, Health Readiness Contracting Office at Joint Base San Antonio, Fort Sam Houston, Texas has issued a Notice of Intent to Sole Source for a radioimmunoassay analyzer equipment procurement. The agency intends to award a firm fixed price purchase order to Mirion Technologies (Canberra) Inc. for a Series 6LB gas flow detector with Apex-Alpha/Beta software. This procurement falls under the simplified acquisition threshold and utilizes sole source authority per FAR 13.106-1(b)(1) based on only one source being reasonably available, urgency requirements, and the specialized nature of the equipment. The equipment will support the Department of Defense Food Analysis and Diagnostic Laboratory at Fort Sam Houston, Texas. The notice was posted on September 10, 2025, with responses due by September 11, 2025.

The primary objective of this procurement is to replace an inoperable Mirion Series 5XLB analyzer that has experienced main/control board failure, resulting in a complete work stoppage at the DOD Food Analysis and Diagnostic Laboratory. The replacement equipment is critical for maintaining the laboratory's accreditation standards and restoring operational capability. Despite the sole source intent, all responsible sources are invited to submit capability statements, proposals, or quotations for government consideration. Contractors must respond by September 11, 2025, and any concerns regarding the sole source determination should be directed to Contracting Officer Lorena Cruz or Contract Specialist Cotrena Brown-Johnson with the Notice ID number referenced in correspondence. The procurement authority is justified under circumstances where award to alternative sources would result in substantial cost duplication or unacceptable delays in fulfilling critical agency requirements. The specialized nature of radioimmunoassay detection equipment and software compatibility requirements support the government's position for sole source acquisition.
