About this opportunity

The U.S. International Trade Commission announced on September 9, 2026 its intent to make sole-source awards under FAR 6.302-1 for FedRAMP-certified survey software and customer satisfaction tools; awards are directed to Qualtrics LLC and Carasoft Technology Corp, with a response deadline of October 7, 2026.

The Commission requires a FedRAMP-certified survey platform to conduct data collection, develop internal surveys, and securely deploy web-based customer satisfaction assessments. Market research confirmed that Qualtrics XM is the only product offering the necessary combination of advanced survey design, reporting and analytics, accessibility features, secure data collection, and centralized administration with FedRAMP moderate authorization. Carasoft has been identified as the sole authorized reseller of Qualtrics products and will provide services through its GSA schedule to leverage pre-negotiated pricing and terms. The justifications note that minimal FedRAMP moderate-certified platforms offer equivalent functionality, and Qualtrics XM is widely deployed across federal agencies including the Department of Labor.

This notice is informational only; no competitive solicitation will be issued. The Government will consider information submitted within seven days of the posting date. All inquiries should be directed to Ian Quillman, Contracting Officer, at ian.quillman@usitc.gov. The Government reserves sole discretion to proceed with or abandon the sole-source determination.
