About this file
This is a Justification and Approval for Single Source Awards form (USITC-050, Rev. 4/2022) from the U.S. International Trade Commission.
The U.S. International Trade Commission's Office of Chief Information Officer is pursuing a single source award with Qualtrics for a digital survey and website application feedback service with FedRAMP certification. The requisition number is ITC-6100-OCIO-26-079, with an estimated total value of $0.00. The service requirements include administration and distribution of surveys through a comprehensive enterprise survey platform that meets specifications for advanced survey design, reporting and analytics, accessibility, secure data collection, and centralized administration. The justification for limited competition states that Qualtrics XM is identified as the only product providing the necessary combination of capabilities, including FedRAMP moderate authorization with appropriate security and privacy controls for survey data management. Market research confirmed that minimal FedRAMP moderate certified platforms offer equivalent functionality, and Qualtrics XM is commonly used by federal government entities such as the Department of Labor. The contracting office will post the award to www.sam.gov since the value exceeds $25,000. The requirement was certified by Christian Fluitt (Requiring Officer) on September 9, 2026, and approved by Ian Quillman (Contracting Officer) on September 9, 2026.
