About this file
This is a Justification and Approval for Single Source Award (USITC Form 050) submitted by the U.S. International Trade Commission's Office of Procurement on behalf of the Office of Chief Information Officer.
The requisition (ITC-6100-OCIO-26-079) seeks a digital survey and website application feedback service with FedRAMP certification for administering and distributing surveys. The estimated total value is $0.00. The agency identified Qualtrics XM platform as the sole source capable of providing a comprehensive enterprise survey platform meeting requirements for advanced survey design, reporting and analytics, accessibility, secure data collection, and centralized administration. Market research confirmed that minimal FedRAMP moderate-certified platforms offer equivalent functionality to Qualtrics XM, which is widely used by federal entities including the Department of Labor. Carasoft has been identified as the sole authorized reseller of Qualtrics products and will provide services through their GSA schedule to leverage pre-negotiated pricing and terms. The justification was certified by Requiring Officer Christian Fluitt on September 29, 2026, and approved by Contracting Officer Ian Quillman. The award is posted to sam.gov as exceeding $25,000.
