About this opportunity
The United States Army Medical Research Acquisition Activity (USAMRAA), operating under the Defense Health Agency, has issued a Special Notice of Intent to Award a Sole-Source Contract for the packing, transportation, and reinstallation of Agilent Spectrometers. The notice specifically targets Agilent Technologies Inc., located in Wilmington, Delaware, as the sole responsible source for this specialized equipment relocation project. The contract will involve moving spectrometers from Lackland Air Force Base to the Armed Forces Medical Examiner System at Dover Air Force Base. This procurement is being conducted under Federal Acquisition Regulation (FAR) Part 12 for commercial items, with the contract classification under NAICS code 561210 and a small business size standard of $47.0M. The notice emphasizes that Agilent Technologies is the Original Equipment Manufacturer and the only vendor capable of ensuring equipment performance, calibration, and warranty maintenance.
Contractors interested in responding to this sole-source notice must submit technical capability statements with cost details by 1:00 P.M. EST on April 15, 2025, via email to Jeffrey.b.sprecher.civ@health.mil using PDF, MS Word, or Excel attachments. The government will review all capability statements received by the closing date to determine whether to conduct a competitive procurement, though the final decision remains solely at the government's discretion. While this is not a competitive solicitation, interested parties are invited to demonstrate their capabilities in providing similar services. The notice explicitly states that no solicitation document will be posted, and late responses will not be reviewed. Potential contractors should understand that the primary objective is to evaluate alternative capabilities for packing, transporting, and reinstalling specialized Agilent Spectrometers while maintaining the equipment's critical performance standards and existing warranties.
