About this opportunity
The Naval Facilities Engineering Command issued a Notice of Intent to award a sole-source contract to Ocean Pacific Technologies on November 26, 2025. This special notice announces the government's intention to procure patented fully ceramic water lubricated axial piston pumps and motors from OPT, a single supplier located in Ventura, California. The procurement is justified under FAR 13.106(1), citing that only one responsible source can satisfy the agency's requirements due to OPT's exclusive patent rights on the proprietary technology. The Department of the Navy's Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) at Port Hueneme is the contracting activity. This notice is not a competitive solicitation but rather an announcement of the government's intent to proceed with a sole-source award.
The objective of this procurement is to acquire OPT's specialized ceramic pump and motor equipment for particle wear resistance testing at the Seawater Desalination Test Facility, with the goal of evaluating their suitability for pumped hydropower energy storage systems. OPT will provide installation, commissioning, test planning, testing, troubleshooting, component wear measurement, and data analysis support, with potential design modification recommendations. The anticipated award date is on or before December 31, 2025, with a performance period extending through December 31, 2026 and a required delivery date of March 30, 2026. Interested parties must submit clear and convincing evidence by the December 9, 2025 deadline that competition would be advantageous to the government; mere questions or requests for information will not be considered valid responses. Only contractors meeting the qualifications to provide OPT's patented ceramic water lubrication technology—a capability currently exclusive to Ocean Pacific Technologies—would be eligible to participate if competition were pursued.
Notice text
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Port Hueneme intends to award a firm fixed price contract to Oceans Pacific Technologies 2419 E. Harbor Blvd, #173 Ventura, CA 93001. Under the authority of FAR 13.106 (1) only one responsible source and no other supplies or services will satisfy the agency’s requirements. The requirement is for Ocean Pacific Technologies' (OPT) to provide their patented fully ceramic water lubricated axial piston pump (APP) and motor (APM) to pumped hydropower energy storage (PHES) systems and will support particle wear resistance testing at the NAVFAC EXWC Seawater Desalination Test Facility (SDTF) to determine their capabilities with respect to particulate loading and operational longevity. OPT will support installation, commissioning as well as test planning, testing, trouble shooting, component wear measurement and data analysis including design modification suggestions.
Successful application of the fully ceramic water lubricated APP and APM would enable PHES to be cost effectively scaled down to the installation/microgrid scale- providing long duration energy storage.
The anticipated award date of this action is on or before December 31, 2025. The applicable NAICS code is 33396.
This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
