THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. NAVFAC Naval Facilities Engineering Command, Southwest (NAVFAC SW) intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a Single Source, as only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements.
Award is anticipated to occur on or about February 24, 2022 to Dynatest, US, Inc. (Dynatest) for service maintenance on Dynatest Model 8081 Heavy Weight Deflectometer (HWD) including testing, troubleshooting, diagnosing, repair and calibration. The period of performance will be one (1) base year and four (4) option years. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of proposals or quotations received in response to this notice.
As indicated in the attached and approved J&A, maintenance and service of the Dynatest Model 8081 Heavy Weight Deflectometer (HWD) is proprietary to the equipment manufacturer, Dynatest. The HWD assembly list includes Dynatest proprietary items that are unique to this equipment and are only available through the manufacturer. Calibration of the load cell and deflection sensors is required following the performance of annual maintenance. Calibration requires Dynatest proprietary calibration equipment and can only be performed by Dynatest specially trained calibration technicians. As the only OEM certified service provider for this proprietary equipment, the suggested source, Dynatest, (Cage Code 8KM71), is the only qualified contractor in the U.S. authorized to perform manufacturing, service and repair of the Dynatest 8081 HWD.

Contractor shall furnish all labor, materials, and equipment required to accomplish service maintenance including the following: 1) The Contractor shall coordinate and complete all scheduled and unscheduled HWD maintenance and repairs including non-recurring service in accordance with OEM recommendations per the manufacturer’s specifications; 2) The Contractor shall provide an annual maintenance schedule to the COR and the Specialized Engineering & Inspection Manager, FM&S Business Line, NAVFAC SW as required; 3) The Contractor shall provide an annual maintenance completion report that includes, but may not be limited to updated maintenance documentation and current equipment condition to the COR and the Specialized Engineering & Inspection Manager, FM&S Business Line, NAVFAC SW as required.

Responses received no later than 5:00 PM Pacific Time on February 18, 2022, may be considered by the Agency. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
