About this opportunity

The Defense Health Agency Contracting Activity, Healthcare Contracting Division – San Diego, issued a Notice of Intent to Sole Source a firm fixed-price contract to Motorola Solutions, Inc. for preventive maintenance, repair, and installation services for Motorola radio equipment at U.S. Naval Hospital Okinawa and its Branch Medical and Dental Clinics, with capability statement challenges due by October 15, 2026 at 10:00 AM Pacific Time. The sole source award is justified under FAR 12.102(a) on the grounds that Motorola Solutions is the Original Equipment Manufacturer and sole certified service provider; third-party repair of this mission-critical medical equipment poses unacceptable risk to equipment integrity and patient safety. Motorola does not certify third-party vendors or provide access to its engineering services, technical support, or factory depot repair capabilities. The contract covers preventive maintenance, emergency repair, on-call repair, and installation services for Land Mobile Radios, Vehicle Mobile Radios, and Desktop Base Stations across eleven facilities in Okinawa. The base performance period runs December 1, 2026 through November 30, 2027, with four optional one-year renewal periods extending through November 2031. Emergency on-call maintenance must be available Monday through Friday, 9 AM to 5 PM, with a four-hour response time. The contractor must provide OEM-trained and certified Field Systems Technologists and OEM replacement parts. NAICS code 811210 applies (Electronic and Precision Equipment Repair and Maintenance, $34.0 million size standard); PSC J059 (Maintenance, Repair and Rebuilding of Electrical and Electronic Equipment Components). Contractors challenging the sole source justification must submit capability statements to nicole.e.ventinilla.civ@health.mil by the October 15 deadline.
