About this opportunity

The Defense Health Agency intends to award a sole-source Firm Fixed Price purchase order to the North American Association of Central Cancer Registries, Inc. (NAACCR), located in Springfield, Illinois, with a response deadline of July 24, 2026, for Phase 2 of the Military Aviators Cancer Study and NDAA FY26 administrative support coordination. The award is justified under FAR 12.102(a), Restricting Competition, on the basis that NAACCR is the sole source capable of coordinating the Virtual Pooled Registry Cancer Linkage System and managing state cancer registry data required by Section 750 of the FY21 National Defense Authorization Act.

Phase 1 of MACS, completed by the Armed Forces Health Surveillance Division under DHA, established the foundation for Phase 2, which will identify specific cancer risk factors within the military aviator population using state cancer registry linkage data that only NAACCR coordinates and administers. The purchase order covers administrative, personnel, and G&A costs supporting both Phase 2 execution and the NDAA FY26 expansion analysis. The contract runs from August 1, 2026, through July 31, 2027, with a FAR 52.217-8 option period extending through January 31, 2028. Market research confirmed NAACCR's exclusive capability. Any competing firms must submit written capability statements to Jennifer Bassett (jennifer.s.bassett.civ@health.mil) by 11:00 a.m. Eastern time on July 24, 2026. The Government retains sole discretion to compete the requirement based on competing responses received by that deadline.
