About this opportunity

The Uniformed Services University of the Health Sciences (USU), a federal health sciences university under the Department of Defense, has issued a Notice of Intent to Sole Source for educational subscriptions. USU is located in Bethesda, Maryland and serves as the nation's federal health sciences university, committed to excellence in military medicine and public health. The university intends to award a sole source contract to McGraw Hill LLC for subscriptions to "Pharmacotherapy Principles and Practice, Case Files Collection and Access Anesthesiology" for their Learning Resource Center. The contract structure includes one initial 12-month period plus four additional 12-month option periods. USU justifies the sole source approach by stating that McGraw Hill LLC is the only authorized seller capable of providing these specific educational subscriptions that students require for their academic studies.

The primary purpose of this notice is to announce USU's intent to proceed with a sole source procurement while providing an opportunity for other potential vendors to demonstrate competitive alternatives. Interested contractors must submit responses by 4:00 PM on July 15, 2024, via email to joshua.broadman@usuhs.edu, though the notice contains a discrepancy as it references July 15, 2024, while being posted on July 1, 2025. Any responding contractors must provide clear and convincing evidence that competition would be advantageous to the government, cost-effective, and that they can meet the government's specific subscription requirements. The government will not reimburse any costs incurred by vendors responding to this notice. All responsible sources are eligible to submit bids, proposals, or quotations, and the government will use received information to determine whether to conduct a competitive procurement instead of the planned sole source award.
