About this opportunity
The Mission and Installation Contracting Command at Fort Eustis, operating under the Department of the Army Materiel Command, posted a Notice of Intent to Sole Source on February 23, 2026, regarding preventative maintenance services for destruction equipment at the United States Army Aviation Center of Excellence (AVCOE) located at Fort Rucker, Alabama. The contracting activity intends to award a sole-source, firm fixed-price contract to Security Engineered Machinery, Inc. (SEM) for maintenance services on a SEM brand Disintegrator & Briquettor System, Model 23/5 GVK. The sole-source justification is based on the proprietary nature of the equipment, which requires original equipment manufacturer (OEM) certification, specialized training, and exclusive access to OEM parts available only through SEM. The NAICS code applicable to this effort is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance), with a PSC code of J034 for metalworking machinery maintenance and repair. This Special Notice serves to inform the market of the government's intent to award without competition and provides an opportunity for interested parties to submit concerns or competing proposals by the March 13, 2026 deadline.
The contract will require the contractor to perform preventative maintenance three times annually (approximately every four months) and provide emergency service calls within 10 days if the equipment becomes non-operational, with one emergency service call budgeted per option year as needed. The base contract period runs from April 1, 2026 through March 31, 2027, with six one-year option periods extending through March 31, 2033, and a final partial-year option through September 30, 2033, for a total estimated contract value of approximately $272,901. Contractors must perform 28 specific maintenance tasks including blade replacement and sharpening, bearing greasing, hydraulic fluid checks and replacements, and comprehensive system inspections, with all work to be documented and verified by the Contract Officer Representative. Personnel assigned to perform the work must complete AT Level 1 training, iWatch training, OPSEC training, and provide background check information within specified timeframes. While this is a sole-source procurement, the government conducted market research, posted a Sources Sought Notice to GSA MAS on January 22, 2026, and published a Notice of Intent to Sole Source on February 18, 2026, receiving no competing responses, thus establishing the basis for the sole-source award decision.
