About this opportunity

The National Institute of Child Health and Human Development, part of the National Institutes of Health within the Department of Health and Human Services, has issued a Notice of Intent to Sole Source for MacVector Software Licenses and Maintenance. This special notice announces the agency's intention to award a sole source contract to MacVector Inc. for software licenses, maintenance, and support services. The procurement is set aside for total small business participation and involves renewing existing MacVector licenses while purchasing additional licenses as needed. The notice was posted on September 2, 2025, and represents a critical acquisition to maintain continuity of research and analysis operations across HHS Operating Divisions.

The primary objective of this acquisition is to prevent any lapse in MacVector software usage, which has become integral to ongoing research and data analysis systems within the Operating Divisions. The anticipated contract performance period spans four years from September 24, 2025, through September 23, 2029, with a total estimated value of $238,000. Interested parties who believe they can provide equivalent products or services must submit detailed written responses by September 15, 2025, to Courtney Warren at Courtney.Warren@nih.gov. The sole source justification centers on MacVector being the exclusive manufacturer of proprietary software with unique capabilities specific to MAC devices, including specialized algorithms and integrated solutions necessary for NIH's current systems. The government retains full discretion to determine whether to compete the procurement based on any responses received during the notice period.

Notice text

The purpose of the special notice to issue a notice of intent for a sole source award to MacVector Inc. for Software Licenses, Maintenance and Support. This acquisition will allow renewal of the MacVector licenses for maintenance and support of existing licenses and purchase of additional licenses, as needed, during the base and option periods of the contract. The objective of this acquisition is to allow the Health and Human Services (HHS), Operating Divisions (OD) to continue use of the existing MacVector licenses without a lapse in use of the license or access to maintenance and support of the software.

MacVector has become an integral part of the OpDivs research and analysis system which is critical for the continuation of ongoing research and analysis. Also, due to MacVector being proprietary software, renewal allows continued access to ongoing and previously developed analysis using MacVector software. Renewal of the MacVector software licenses is critical to the OpDivs being able to continue performing and using the data analysis information and reports created using MacVector, without a lapse in the software license.
